The Best U.S. Presidents

Lincoln preserved the Union in its gravest crisis, made emancipation a central war aim, and paired extraordinary political leadership with a lasting democratic vision. His administration’s wartime restrictions on civil liberties remain a serious tension, but they do not eclipse the scale of his achievement.

Franklin D. Roosevelt led the country through the Depression and World War II, remaking the federal government through the New Deal and helping secure Allied victory. The social-safety-net legacy is immense; so is the moral stain of Japanese American incarceration and other racial exclusions.

Washington gave a fragile republic a functioning executive, held the Union together, pursued prudent neutrality, and established restraint through his voluntary departure after two terms. His foundational standing cannot erase the central contradiction of a president who enslaved people.

Eisenhower delivered unusually steady Cold War stewardship, ended the Korean War, avoided direct great-power conflict, and left the Interstate Highway System as a major domestic legacy. He enforced desegregation at Little Rock, but his broader civil-rights approach was cautious, while covert interventions carried lasting costs.

Theodore Roosevelt made the presidency an energetic instrument of reform, curbing corporate power, advancing regulation, and building an enormous conservation legacy. His assertive foreign policy and achievements such as the Panama Canal came with imperialism and deep racial limitations.

Truman helped build the postwar order through the Marshall Plan, NATO, and containment, while his order desegregating the armed forces marked a major civil-rights advance. The atomic bomb decision and the costly, inconclusive Korean War are the central sources of disagreement over an otherwise consequential record.

Jefferson’s Louisiana Purchase transformed the nation’s scale, and his republican governing vision left a durable imprint on American political life. The Embargo Act inflicted serious economic damage, while his slaveholding and policies of Indigenous dispossession expose profound contradictions in that vision.

Johnson produced one of the most consequential domestic records of any modern president: the Civil Rights and Voting Rights Acts, Medicare, and the broader Great Society reshaped American life. His escalation of the Vietnam War imposed catastrophic human costs and badly damaged public trust, keeping the record sharply divided.

Obama stabilized the country after the financial crisis, enacted the Affordable Care Act, restored important alliances, and authorized the operation that killed Osama bin Laden. Persistent polarization and gridlock constrained his agenda, while deportations and uneven foreign-policy results temper the assessment.

Monroe presided over relative political stability, acquired Florida, and articulated the Monroe Doctrine, a lasting statement of U.S. interests in the Western Hemisphere. The Missouri Compromise managed an immediate crisis without resolving slavery’s expansion, leaving a grave problem deferred rather than solved.

Reagan helped reshape American conservatism, oversaw economic growth, and combined pressure with diplomacy in the Cold War’s final phase. Yet rising deficits and inequality, along with the Iran-Contra scandal, substantially qualify the revival-of-confidence narrative and drive much of the disagreement about his rank.

George H. W. Bush managed the Cold War’s end with care and assembled an effective international coalition for the Gulf War. His pragmatic fiscal compromise showed governing seriousness but broke a major pledge, and recession-era weakness limited his domestic record and political durability.

Kennedy’s calm handling of the Cuban Missile Crisis was a major test of presidential judgment, and he helped give momentum to civil-rights action and the space program. The Bay of Pigs failure, increased U.S. involvement in Vietnam, and his abbreviated tenure leave a thinner and more mixed record than his reputation suggests.

Clinton presided over strong growth and budget surpluses and used U.S. power effectively in the Balkans. Welfare reform and deregulation had damaging longer-run consequences, while his personal misconduct and impeachment weakened the presidency and overshadowed parts of the record.

Polk was a highly effective executor of his expansionist program, settling the Oregon boundary and dramatically enlarging U.S. territory after the Mexican-American War. That effectiveness came at an enormous cost: a war of expansion and new territory that intensified the conflict over slavery.

Adams gave the fragile republic steady early stewardship and, most importantly, resisted pressure for a wider war with France. His acceptance of the peaceful transfer of power also strengthened a vital democratic precedent. The Alien and Sedition Acts, however, were a grave assault on civil liberties and overshadow his constitutional instincts.

Biden oversaw the post-pandemic recovery while securing major infrastructure and industrial-policy legislation, and he restored alliance-focused leadership, especially in support of Ukraine. His presidency was constrained by inflation, persistent border challenges, and deep polarization. The chaotic withdrawal from Afghanistan remains its clearest foreign-policy failure, alongside concerns about his age and public clarity.

Madison brought exceptional constitutional stature to office and helped steer the country toward postwar recovery and a more nationalist development agenda. But the War of 1812 exposed serious failures of preparation and wartime leadership, culminating in the burning of Washington. His presidential record also sits within the enduring injustice of slavery.

Grant used federal power more forcefully than most Reconstruction-era presidents to defend Black citizenship and suppress Ku Klux Klan terror. He also pursued notably peace-oriented diplomacy. The counterweight is an administration marred by serious corruption scandals and an inadequate response to the Panic of 1873.

John Quincy Adams offered an ambitious vision of national development, internal improvements, and principled public service, reinforced by his anti-slavery convictions. Yet as president he was politically isolated, burdened by the “corrupt bargain” charge, and unable to build the congressional support needed to enact much of his program. His distinction as a diplomat and later public figure exceeds his effectiveness in the White House.

Taft compiled a solid record of antitrust enforcement, administrative reform, and institutional legalism, including the postal savings system. He was far less effective as a political leader: his conflict with the progressive wing fractured the Republican Party and helped doom his presidency. Dollar diplomacy produced mixed results and fits the broader picture of a capable administrator without a commanding political touch.

Arthur unexpectedly became a meaningful reform president, signing the Pendleton Act and helping shift federal employment away from the spoils system. He also improved administration and supported naval modernization. His limited tenure and restrained legislative ambition kept his broader national impact modest.

Carter’s presidency is anchored by the Camp David Accords, a major peace achievement, and by a serious emphasis on human rights, energy, and environmental policy. But stagflation, energy dislocation, and the Iran hostage crisis conveyed an administration struggling to manage events. The result is a principled and consequential record with clear limits in crisis leadership and domestic political effectiveness.

McKinley presided over economic recovery and victory in the Spanish-American War, helping move the United States into a larger global role. That expansion came at the cost of overseas empire and the brutal colonial conflict in the Philippines, which is the central moral and strategic indictment of his record. His assassination cut short a presidency whose achievements and harms were both substantial.

Ford brought decency and institutional calm after Watergate, helping stabilize a presidency and public culture shaken by scandal. The Helsinki Accords were a meaningful foreign-policy accomplishment. His pardon of Nixon remained deeply divisive, while stagflation and his short, unelected tenure limited his effectiveness and mandate.

Wilson achieved major progressive-era reforms, including the Federal Reserve, and led the nation through World War I while advancing the League of Nations as an internationalist vision. But his administration entrenched racial segregation, repressed dissent and civil liberties during wartime, and failed to secure Senate approval for the League settlement. His incapacitation near the end of his term further exposed failures of transparency and governance.

Harrison signed the Sherman Antitrust Act, backed aspects of civil-rights advocacy, and presided over naval and conservation advances. Yet high tariffs and the spending associated with the “Billion-Dollar Congress” drew lasting criticism, and the administration left limited transformative impact. The antitrust law’s weak early enforcement also reduced the immediate force of his signature accomplishment.

Across two nonconsecutive terms, Cleveland cultivated a reputation for fiscal restraint, anti-corruption politics, civil-service enforcement, and resistance to pork-barrel spending. Those strengths were offset by a weak response to the Panic of 1893 and harsh federal action during the Pullman Strike. His labor record and limited commitment to racial justice make his brand of integrity too narrow to rank higher.

Hayes promoted honest administration and made an important early push for civil-service reform after a disputed election. But the bargain that resolved that election ended federal Reconstruction, leaving Black Southerners exposed as protections for their rights collapsed. That abandonment is the defining harm of his presidency and outweighs his administrative decency.

Jackson broadened political participation for white men, defended the Union during nullification, and made the presidency a more powerful institution. Those accomplishments cannot overcome Indian Removal and the Trail of Tears, a catastrophic abuse of power against Native peoples. His destructive Bank War and combative executive methods also weakened institutional and economic stability.

Coolidge presided over stable government, spending restraint, and much of the 1920s boom, embodying a disciplined, limited-government style. But his laissez-faire economics and weak response to inequality and mounting financial vulnerabilities left a poor legacy of foresight as the country approached catastrophe.

Garfield showed real promise as an anti-corruption president and advocate of civil-service reform. His assassination only months into office left too little executive record to rank him on accomplishment rather than potential.

Van Buren was a skilled political organizer who maintained peace and established the Independent Treasury. Yet the Panic of 1837 defined his presidency: his response was inadequate, while his continuation of Jacksonian Indian-removal and slavery-era policies compounds the weak record.

Taylor brought firm Unionist instincts and resistance to the expansion of slavery into the sectional crisis. His death early in office left those intentions largely untested, with little time for a consequential governing record or durable settlement.

Bush rallied the country after September 11 and left important achievements including PEPFAR, alongside some consequential domestic initiatives. The Iraq invasion, civil-liberties concerns, Katrina response, and failure to prevent or effectively manage the financial collapse overwhelmingly darken his record.

Nixon produced major foreign-policy achievements by opening relations with China and pursuing détente, while also advancing significant environmental policy and winding down U.S. ground involvement in Vietnam. Watergate was a profound constitutional abuse that forced his resignation and inflicted lasting damage on trust in government, keeping even those accomplishments from redeeming the presidency.

Fillmore helped enact the Compromise of 1850 and made limited progress in opening Pacific relations. Its central moral and political cost was his enforcement of the Fugitive Slave Act, which entrenched injustice, inflamed sectional conflict, and merely postponed rather than resolved the national crisis.

Hoover brought substantial humanitarian and administrative experience to the presidency, but it did not translate into effective leadership during the Great Depression. His limited relief posture, association with destructive economic choices, and handling of the Bonus Army helped shatter public confidence amid mass suffering.

Tyler established the important precedent that a vice president fully succeeds to the presidency and secured the annexation of Texas. But he alienated his own party, governed without a stable mandate, and tied his legacy to pro-slavery expansion and, later, the secessionist cause.

Trump achieved durable conservative judicial appointments, major tax cuts, deregulation, and a foreign-policy success in the Abraham Accords. Those gains are outweighed by a badly flawed pandemic response, intensely polarizing leadership, and especially his effort to overturn an election result, which damaged democratic norms and institutional trust across his full presidential record.

William Henry Harrison died after roughly a month in office, before establishing a substantive agenda or legislative record. The result is less a demonstrably failed presidency than an almost entirely untested one, leaving virtually nothing to credit in a ranking of performance.

Harding offered postwar normalization and some useful international arms-restraint diplomacy. But Teapot Dome and broader cabinet corruption exposed glaring failures of judgment and oversight, leaving his administration defined by scandal rather than achievement.

Pierce's presidency is chiefly remembered for signing the Kansas-Nebraska Act and failing to contain the violence it unleashed in Kansas. His pro-slavery governance and weak national leadership accelerated sectional breakdown at the moment the country most needed steadiness.

Buchanan faced the Union's gravest prewar crisis and responded with paralysis as secession gathered force. His pro-Southern posture, alignment with Dred Scott, and failure to defend the Union helped clear the path to civil war, making this one of the most damaging presidencies.

Andrew Johnson squandered the chance for a just Reconstruction, obstructing protections for freedpeople and enabling the restoration of white-supremacist power in the South. His hostility to civil rights and impeachment-era defiance of Congress made both the moral failure and the institutional damage exceptionally severe.
